Product Owner - (Data) College HE project

An exciting opportunity has arisen for a Product Owner (Data) to join a new team working on HESA’s new ‘College HE’ project. Further information about the role is listed below, in addition, please find full role profile here. 

The high-level vision for this project is to create a single consistent, comparable, detailed source of information about all students enrolled on higher education (HE) courses in further education (FE) colleges, in the UK. Each devolved administration in the UK collects its own college HE dataset using different data definitions and standards. Having multiple different administrative datasets, which are quite different from each other, makes it difficult for users to assemble and produce information about the whole UK HE student population. We want to address this by publishing a single and complete source of data based on all administrative data collections, regularly. This role will play a key part in addressing this gap in the data, and improving our understanding of the HE sector.

As part of this role, you will:

  • Act as a key contact for the data stream(s) and leverage your expertise to provide insight and clarity
  • Coordinate and prioritise the work of a cross-functional team
  • Develop and maintain release plans
  • Ensure delivery of the operational documentation necessary to support the collection, quality assurance and dissemination of data for one or more data streams
  • Support in maintaining and developing the data asset register
  • Contribute to/authoring Data Protection Impact Assessments (DPIAs) and Data Sharing Agreements (DSAs) relevant to the data stream
  • Provide SME to the Enterprise Change Management (Collections) process, acting as a key contributor in record review activity
  • Provide support to feature based teams to identify, refine and sign-off backlog items
  • Identify and agree key product goals (milestones) with business and operational stakeholders
  • Collaborate closely with various internal and external stakeholders including customers, business leaders, development teams, project managers​

You will be educated to higher education level, or have relevant work experience and knowledge, including, experience of working within an Agile environment, well-educated on the stages of development and have recent experience in product and formal technical project management using Agile approaches. Strong attention to detail and proficiency in the use of Microsoft Office suite.

The ability to effectively collaborate to get the job done, demonstrate self-awareness on strengths and areas of development and ability to share knowledge, to listen and to ask clarifying questions are also essential. The ability to champion learning and development via knowledge sharing sessions and workshops and other training is highly desirable.

Professional level qualifications or membership of a relevant professional body is highly desirable, as is experience working with the Higher Education Sector, experience in business analysis and an understanding of project management principles. Experience using Microsoft communication and collaboration tools e.g., MS Teams, SharePoint, along with experience using software tools to support project delivery (e.g., Azure, DevOps, Jira and Confluence), experience introducing new and useful tools and practices and experience navigating and working in a matrix working relationship.

The salary range for this post is circa £40,000k - £45,000k dependant on skills and experience. We offer an attractive package with 25 days leave, increasing to 30 days, plus bank holidays and extra Agency shutdown at Christmas; flexible working including UK based remote and home working options; pension scheme and occupational health support.
